Explanation

 

This ordinance authorizes the Director of Public Utilities to enter into a grant agreement with the non-profit organization, the Water Research Foundation (WRF), for researching Chemical Modeling-based Approach to Address Inorganic Scaling at Water Resource Recovery Facilities and authorizes a fund transfer within the Sewer Operating Fund.

 

The grant will provide an upfront payment to the Water Research Foundation, who will oversee research into a chemical modeling based approach to address inorganic scaling at water resource recovery facilities in furtherance of common interests to support research on behalf of the water community nationwide. In addition the City of Columbus Division of Water Reclamation will also provide $5,000.00 of in-kind services toward the execution of this project.

FISCAL IMPACT: $24,000.00 is needed and available from within the Sanitary Sewer Operating Fund. This expenditure was unbudgeted but there are additional funds within the operating budget available to cover the difference. In order to facilitate this $25,000.00 will be transferred from the Service Object Class (03) to the Other Object Class (05).

To authorize the transfer of $25,000.00 and expenditure of $24,000.00 within the Sewerage System Operating Fund; to authorize the Director of the Department of Public Utilities to enter into a grant agreement with the Water Research Foundation. ($24,000.00)

 

Body

 

WHEREAS, it is necessary to authorize the Director of Public Utilities to enter into a grant agreement with the Water Research Foundation; and

WHEREAS, the grant will be used by the Water Research Foundation for researching Chemical Modeling-based Approach to Address Inorganic Scaling at Water Resource Recovery Facilities; and

WHEREAS, a transfer of appropriation within the Sewerage System Operating Fund is required; and

WHEREAS, the expenditure of $24,000.00 or so much thereof as may be needed, is hereby authorized in Fund 6100, Sewer Operating Fund, in object class 05, Other Expenditures, per the accounting codes attached to the ordinance; and

WHEREAS, the Department of Public Utilities has a need to transfer $25,000.00 between Object Classes within the Sewer Operating Fund (Fund 6100), and funds for the transfer have been identified and are available in Object Class 03 (Services); and

WHEREAS, it has become necessary in the usual daily operation of the Department of Public Utilities, Division of Water Reclamation, to authorize the Director of Public Utilities to enter into a grant agreement with the non-profit organization, Water Research Foundation (WRF), for researching Chemical Modeling-based Approach to Address Inorganic Scaling at Water Resource Recovery Facilities; and NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the transfer of $25,000.00 or so much thereof as may be needed, is hereby authorized within Fund 6100, Sewerage Operating Fund, between object classes per the account codes in the attachments to this ordinance.

SECTION 2. That the Director of Public Utilities is authorized to enter into a grant agreement with the non-profit organization, Water Research Foundation (WRF), for researching Chemical Modeling-based Approach to Address Inorganic Scaling at Water Resource Recovery Facilities.

SECTION 3. That the expenditure of $24,000.00 or as much thereof as may be needed, is hereby authorized from in Fund 6100 Sewerage System Operating Fund in object class 05 per the accounting codes in the attachment to this ordinance.

SECTION 4. That the City Auditor is authorized to establish proper project accounting numbers as appropriate.

 SECTION 5.  That the funds necessary to carry out the purpose of this Ordinance are hereby deemed appropriated and the City Auditor shall establish such accounting codes as necessary.

 SECTION 6.  That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
