Explanation

 

BACKGROUND:  This legislation authorizes the Finance and Management Director to modify a contract on behalf of the Facilities Management Division with Decker Construction for parking lot renovations for the Division of Police at Police Sub-station 8/16 located at 333 West Town Street.

This parking lot renovation will include the removal (milling) of sections of existing asphalt, the installation of new asphalt leveling compound, the installation of new asphalt concrete, the removal and resetting of existing parking blocks, as well as joint sealing and striping.  These renovations are necessary to ensure that the parking lot is a safe and passable for both employees and the general public.

Emergency action is requested to ensure that parking lot renovations can commence immediately to ensure that work is completed prior to shut-down of asphalt plants.

Decker Construction Company Contract Compliance No. 31-0983557, CC expiration date 12/09/2015.

Fiscal Impact:  This ordinance authorizes an expenditure of $85,360.00 from the Public Safety capital fund for a contract modification with Decker Construction Company to renovate the parking lot at 333 W. Town Street for the Division of Police.  Funding is available within the Safety G.O. Bond Fund.

Bond Fund; and to declare an emergency.  ($85,360.00)

WHEREAS, it is necessary to modify the existing contract with Decker Construction Company for parking lot renovations for the Division of Police at Police Sub-station 8/16 located at 333 West Town Street; and

WHEREAS, these renovations are necessary to ensure that the parking lot is a safe and passable lot for both employees and the general public; and

WHEREAS, an emergency exists in the usual daily operation of the Department of Finance and Management, Facilities Management Division, in that it is immediately necessary to authorize the Director to modify a contract with Decker Construction Company to ensure that parking lot renovations can commence immediately, thereby protecting the public health, property, peace, safety, and welfare; now, therefore:

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

SECTION 1.  That the Finance and Management Director is hereby authorized and directed to modify an existing contract, on behalf of the Facilities Management Division, with Decker Construction Company for parking lot renovations for the Division of Police at Police Sub-station 8/16 located at 333 West Town Street.

SECTION 2.  That the expenditure of $85,360.00, or so much thereof as may be necessary in regard to the action authorized in SECTION 1, be and is hereby authorized and approved as follows:

SECTION 3That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

SECTION 4.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

SECTION 5. That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.

SECTION 6.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
