DEVELOPMENT COMMISSION RECOMMENDATION: Approval (6-0) on September 8, 2022.
SOUTHWEST AREA COMMISSION RECOMMENDATION: Approval.
CITY DEPARTMENTS' RECOMMENDATION: Approval. The 47.16± acre site consists of one parcel formerly developed with Cooper Stadium currently zoned CPD, Commercial Planned Development District that was planned for an automobile research facility and race track. The requested CPD, Commercial Planned Development District will instead allow a mixed-use development over nine development areas that allow limited C-4, Commercial District uses and a park and ride facility. The text also allows for spectator events, a C-4 use, that may be conducted in any outdoor amphitheater, so long as a Special Permit has been granted by the Board of Zoning Adjustment. A concurrent Council variance (Ordinance #2678-2023; CV19-082) has been filed to permit ground floor residential uses, research laboratories, and wholesaling, distributing, and warehousing uses, and a reduction to the minimum number of required parking spaces. The requested CPD district is consistent with the Southwest Area Plan’s (2009) recommendation for “Community Commercial” land uses at this location. The CPD text includes appropriate use restrictions and supplemental development standards that include extensive traffic improvement commitments along West Mound Street, commitments to Community Commercial Overlay (CCO) building design standards for new buildings in Areas 1-4, greenery and treatments for the proposed shipping containers, increased landscaping around the proposed warehouse building and event space, and exhibits showing the site’s overall development, “Phase One” boundaries, and traffic striping.
