Explanation

BACKGROUND: Columbus Public Health received funds for the Ending the HIV Epidemic services grant program from the U.S. Department of Health and Human Services, Health Resources and Services Administration (HRSA). The Ending the HIV Epidemic (EHE) services grant program will contract with The Ohio State University to provide and conduct HIV counseling, testing, and referral (CTR) at emergency departments and urgent care facilities associated with The Ohio State University that are likely to have a high incidence of positive tests.

The purpose of the Ending the HIV Epidemic (EHE) grant program is to focus resources in jurisdictions with substantial HIV burden to implement strategies, interventions, approaches, and core medical and support services to reduce new HIV infections in the United States. The overarching goal for this initiative is to reduce new HIV infections in the United States to less than 3,000 per year by 2030.

Emergency action is required to ensure the continued operation of the Ending the HIV Epidemic (EHE) services grant program from the U.S. Department of Health and Human Services, Health Resources and Services Administration (HRSA) and to meet grant deliverables required by the grantor to avoid forfeiture of future funds.

FISCAL IMPACT: This contract is funded entirely by a grant award from the U.S. Department of Health and Human Services, Health Resources and Services Administration (HRSA). This grant does not generate revenue nor require a city match.
