Explanation

BACKGROUND AND FISCAL IMPACT:

This ordinance authorizes the transfer of appropriation in the property management fund, fund 2294, subfund 229401 for the operating costs related to the facility management of the Jerry Hammond Building, located at 1111 E. Broad St. Columbus, OH.

In previous years The Jerry Hammond Building, was included in a facility management service contract between the City of Columbus and an outside vendor. As of June 1, 2023 the building operations, including janitorial, security services, and preventive maintenance will be managed by the Department of Finance and Management, Facilities Management Division.

In order to properly align appropriations with projected expenditures and allow the building operations to continue without interruption through the end of 2023, it is necessary to authorize an appropriation transfer in the property management fund, Fund 2294, in order to provide appropriations in the necessary object class for the remainder of the fiscal year.


EMERGENCY DESIGNATION
This ordinance is submitted as an emergency so as to allow these financial transactions to be posted in the city's accounting system as soon as possible to allow for the proper financial coding of personnel, goods, and services expenditures.
