Explanation

BACKGROUND: Columbus Public Health ("CPU") has been awarded the Harm Reduction and Academic Detailing (HRAD) Grant from the National Association of County and City Health Officials (NACCHO) through Alosa Health, for the Alcohol and Drug Services (ADS) Division. This ordinance is needed to accept and appropriate $6,000.00 in grant money for the period of January 1, 2023 through July 31, 2023.

The purpose of this funding is to develop a resource guide of harm reduction service entities in Columbus and Franklin County that will also include prevention and treatment agencies for individuals to receive services like linkages to health care in CPH medical clinics, recovery support such as transportation and employment services and to medication assisted treatment for opioid use disorder and alcoholism. The population of focus is adults with a primary diagnosis of opioid use disorder and/or other substances, including alcohol misuse.

Members of the Columbus and Franklin County Addiction Plan ("C&FCAP"), will assist Alosa Health, led by CPH, in linking with Primary Health Care providers in order to conduct academic detailing to educate physicians on prescribing protocols and the Screening and Brief Intervention Referral Tool ("SBIRT").

This ordinance is submitted as an emergency as the grant period began January 1, 2023 and as to allow the financial transaction to be posted in the City's accounting system as soon as possible to spend the awarded funds within time frame of the grant as the grant ends July 31, 2023.

FISCAL IMPACT: The Harm Reduction and Academic Detailing (HRAD) Grant is fully funded by NACCHO through Alosa Health and does not require a City match.
