Explanation

BACKGROUND

This ordinance authorizes the Franklin County Municipal Court Administrative and Presiding Judge to enter into contract with StepMobile, LLC, and authorize the expenditure of up to $81,000 from the Municipal Court grant funds. The Court received a Federal grant from the Department of Justice to pay for the services.

StepMobile will incorporate MAT (medicated assisted treatment) program process capabilities into OCSS (Ohio Community Supervision System). OCSS will record all data elements necessary to build and produce required reports and forms, build two custom assessments, and define the workflow process for the referral and monitoring of offenders assigned and accepted into the MAT program. The contract will be for a three year term beginning November 1, 2023 ending August 31, 2026.

FISCAL IMPACT: Funds are available within the 2023 grant fund for this purpose.

WHEREAS, the Court has determined that it is in its best interest to enter into contract with StepMobile to upgrade the OCSS system; and

WHEREAS, OCSS will record all data elements necessary to build and produce required reports and forms, build two custom assessments, and define the workflow process for the referral and monitoring of offenders assigned and accepted into the MAT program; and

WHEREAS, $81,000 is needed to provide for services; and

WHEREAS, an emergency exists in the usual daily operation of the city, in that it is immediately necessary to enter into contract and authorize the expenditure for MAT program process to be incorporated into OCSS with StepMobile so that OCSS will be able to record all data elements necessary...
