Explanation
1. BACKGROUND: This Ordinance authorizes the Finance and Management Director to enter into a professional services agreement, on behalf of the Office of Construction Management, with AECOM to act as an Architect-of-Record to provide architectural, engineering, and construction administrative services for the Department of Public Safety’s Real Time Crime Center & Public Safety Operations Campus project, in an amount up to $8,328,810.00.
The scope of work includes the design-development and construction oversight of a new Public Safety facility which will house the Real Time Crime Center, 911 Emergency Communications Center, Emergency Operations Center, including support staff, as well as a separate Police Substation, including all necessary assessments, planning, design, engineering, construction contract administrations services, and program and project management services for the facilities and technology systems to be located at the site.
2. BID INFORMATION: The selection of the firm providing the services has been performed in accordance with the procedures set forth in Columbus City Code, Section 329, "Awarding professional service contracts through Requests for Statements of Qualifications (RFSQ)." The project was led by the Office of Construction Management through Vendor Services and Bonfire. Of the 570 vendors solicited, 180 were Minority-owned, 4 were Veteran-owned, 312 were Small Business-owned, and 124 were Women-owned.
Five RFSQ’s were received and opened on May 5, 2023. One firm was designated as Minority-owned.

Upon scoring from the evaluation committee on qualifications, technical proposals, and presentations, the Department of Finance and Management recommends an award be made to AECOM based on the criteria included Columbus City Code, Section 329.
