Title: To resolve to support Franklin County, in partnership with Wagenbrenner Development, Inc., in their efforts to obtain Round 12 Clean Ohio grant funding for use in the environmental cleanup and redevelopment of the former Dublin Road Landfill; and to declare an emergency.
Explanation

BACKGROUND: The purpose of this resolution is to support Franklin County, in partnership with Wagenbrenner Development, Inc., in conjunction with a Clean Ohio Revitalization Fund (CORF) Round 12 grant application, of up to $3 million, it intends to submit to the Ohio Department of Development for site cleanup at the former Dublin Road Landfill located near the Southeast corner of Dublin Road and Grandview Avenue.

The former Dublin Road Landfill site is approximately 36 acres and historically began use as a sand and gravel quarry in the 1920's before conversion to use as a landfill in 1948. Landfill operations ceased in 1967 and the property has not been used since. The site is situated in two municipal jurisdictions with 25.95 acres in the City of Columbus and 4.87 acres in the City of Grandview.

The site was recently acquired by Wagenbrenner Development, Inc. who plans to clean the site and construct a mixed use development to include both retail and medical/professional office. Preliminary plans are underway.

As the site exists in both Columbus and Grandview, a third party, Franklin County, must sponsor the CORF grant application in accordance with Clean Ohio policy rules. Grandview is offering a resolution of support for the CORF application, as well.

This legislation is submitted as an emergency to meet the Clean Ohio Program Round 12 grant application deadline of January 20, 2012.


FISCAL IMPACT: There are no costs to the City of Columbus associated with a resolution of support for Clean Ohio grant funding.
