Explanation
The purpose of this legislation is to authorize the Director of Public Utilities to increase the purchase order for Land Application of Biosolids Services for the Division of Sewerage and Drainage with Synagro Midwest Inc.
This contract provides for the disposal of sewage sludge on agricultural land for use by the Compost Facility, the Jackson Pike and Southerly Wastewater Treatment Plants. The Director of Public Utilities opened formal bids on May 26, 2004 and an award was made to the lowest, responsive and responsible bidder, Synagro Midwest Inc. The contract language provides for 3 contract extensions and the Division of Sewerage and Drainage is in the 2nd year of that agreement which expires September 30, 2006. This request is for funding only.
Purchase order EL005335 was established in 2005 for both wastewater treatment plants; recent increase in sludge at both plants this winter and digester cleaning at Southerly Wastewater Treatment Plant requires that additional funding be established on said purchase order.

This ordinance is being submitted as an emergency measure so that the excess sewage sludge that has accumulated due to digester rehabiliation and recent digester failure can be removed and used for land application.
