BACKGROUND: This ordinance authorizes the Finance and Management Director to issue a purchase order to Germain Ford for the purchase of five (5) Ford Explorer Police Canine Units for the Police Division. The Police Division needs to replace existing high mileage canine units. The following bids were received by the Purchasing office on May 3, 2007 for the purchase of Canine units via SA002388.

Vendor Bid Amount Status
Germain Ford $42,999.00 per unit Majority

After review of the bids received, the Fleet Management Division and the Police Division recommend acceptance of the lowest responsive, responsible, and best bid submitted by Germain Ford in the total amount of $214,995.00 for the purchase of five (5) canine units.

CONTRACT COMPLIANCE: Contract Compliance for Germain Ford.; 31-1742492, which expires 05/09/2008

EMERGENCY ACTION is necessary so that the purchase order for these vehicles can be issued as soon as possible in order to meet the manufacturer's order cutoff deadline.

FISCAL IMPACT: The Fleet Management Division budgeted $4 million in the 2007 General Fund vehicle allocation and an additional $1 million for vehicles in the Safety Staffing Contingency Fund.
