Explanation
Background:

The Department of Public Safety was awarded the Ohio EMA ARPA First Responder Grant by the State of Ohio to help state and local first responder agencies bolster new recruitment. The Department of Public Safety previously entered into contract with All-Star Talent Inc., to provide marketing and recruiting efforts towards recruiting new police officers, firefighters, and dispatchers. The previous contract authorized All-Star Talent Inc. to perform functions which include but are not limited to:

· Recruitment, Marketing and Consulting Services
· Diversity, Equity and Inclusion Recruitment Efforts
· Candidate Tracking System
· Recruitment Unit Training
· Social Media, Digital Production and Marketing Implementation

The contract with All-Start Talent Inc. concluded on June 30, 2025. The Department of Public Safety is now seeking approval to enter into a new contract with All-Star Talent Inc. to resume recruitment, marketing, and consulting services at no cost for a limited period. The contract will end on June 30, 2027.

Contract Compliance: All-Star Talent Inc. (Vendor #047722 / pending update)

Bid Waiver:

All-Star Talent Inc. has the specialized knowledge and experience needed to provide the services. The vendor previously provided recruitment and marketing services to the Department of Public Safety, which has a continued need for those services through June 30, 2027. The vendor is offering to provide the services at no cost to the City. By using the same vendor, the Department of Public Safety will resume recruitment and marketing efforts in a timely manner and without fiscal impact.

Fiscal Impact:

There is no immediate fiscal impact to the City.
