Explanation

BACKGROUND: The Division of Water has contract number ED010902, with Critical Path Consultants, to assist us with strengthening management practices in order to improve Division-wide measures. This project has assisted the Division in becoming more competitive as a water utility. Since our relationship began over three years ago, many positive, structural changes have occurred. The Division would like to increase its current contract in order to continue this relationship. The Contract Compliance Number for Critical Path Consultants, Incorporated is 08-1368842. They do not have MBE/FBE status.

1. The amount of additional funds needed for this contract is $20,000.00. The original contract was established for $20,000.00. The total cost of the original contract and this modification is $40,000.00. We do not anticipate needing additional funds until 2004.
2. The need for additional funds was known at the time of the initial contract, however, we only had a general idea of the areas in need of evaluation. We now have a better idea.
3. It would be unreasonable to bid this service out as we have maintained a positive and successful relationship with this vendor over the last three years. This vendor has come to know our staff and their functions, which is essential to the project.
4. The cost of this service is based on a quote from the vendor.

FISCAL IMPACT: The Division of Water has already spent the $20,000.00 allocated for this service, therefore, object level one 03 purchases will be re-prioritized in order to cover the difference.

$40,000.00 was expended for this service during 2002.
$20,000.00 was expended for this service during 2001.
