Explanation
BACKGROUND: In 1997, the Board of Health was awarded a grant from the United States Department of Health & Human Services for the Metropolitan Medical Response System grant. The purpose of the MMRS grant is to enhance existing metropolitan response capabilities for incidents involving nuclear, chemical and biological (NBC) agents. There is a need for a variety of prescription drugs to be placed in local pharmaceutical caches that will be used to treat affected first responders and health care personnel should an NBC event occur. In 2001, additional funding was awarded to continue planning efforts focused on biological events. It was recognized that the pharmaceutical caches were in need of updating through the exchange and/or return of expired drugs to manufacturers. This ordinance is needed to establish a purchase order with The Ohio State University Medical Center for the prescription drugs purchased to re-stock five (5) local pharmaceutical caches. The purchase was made in collaboration with other community agencies through a bulk purchasing benefit of The Ohio State University Hospitals. Early research indicated that some of the desired items were not available at all through public health pricing, and the pricing obtained was unstable. Therefore, competitive bidding has been waived so the pharmaceuticals needed for the caches could be obtained from the Ohio State University Medical Center's bulk purchasing contract. This ordinance is submitted as an emergency to ensure timely reimbursement to The Ohio State University Medical Center for the pharmaceuticals.
FISCAL IMPACT: This purchase is funded by monies received from the U.S. Department of Health and Human Services for the Metropolitan Medical Response System grant.
