Explanation

BACKGROUND:
This legislation will authorize the Department of Technology to modify and extend the current Internet service agreement with Ohio State Univerity/OARnet, a not-for-profit subsidiary. The OARnet contract provides a variety of services that support public access to the City's web sites via the Internet and City employee Internet access via the City's MetroNet. Many of these OARnet services are provided on a 24-hour, 7-day per week basis.
The contract modification authorized by this legislation provides funding for Internet access fees, professional Web-based services, media services that enable video streaming capability, specialized web-maintenance training, and other services that help facilitate the provision of efficient and secure Internet services that are under the direction of the Department of Technology. Currently, the City does not have the resources available to provide the entire scope of Web development and maintenance required to operate at the necessary level of service required by the public.
1. The amount of additional funds to be expended under this contract modification totals $200,000.00.
2. The original contract was established with a multi-year option to renew. This legislation authorizes the City to execute its annual option to renew the contract, while maintaining existing terms and conditions.
3. Modification of this agreement is necessary at this time because the City is dependent on existing hardware and software connections to the internet and OARnet's services providing information-processing functions City business.
4. Prices are based on established rates previously agreed to with OARnet.

FISCAL IMPACT:
