Explanation
BACKGROUND: This legislation is for the option to establish a Universal Term Contract for Andritz D7LL and D12LL Centrifuge Parts and Services for the Division of Sewerage and Drainage, the sole user. This contract will provide for purchase of repair/replacement parts for equipment used to dewater sludge in the sewerage collection and processing systems at the Southerly Wastewater Treatment Plant and for service costs to repair and/or refurbish the equipment. The term of the proposed option contract would be approximately two years, expiring May 31, 2016, with the option to renew for one (1) additional year. The Purchasing Office opened formal bids on March 13, 2014.

The Purchasing Office advertised and solicited competitive bids in accordance with Section 329.06 (Solicitation No. SA005304). Twenty-one (21) bids were solicited: (M1A-0, F1-0, MBR-1). One (1) bid was received.

The Purchasing Office is recommending award to the overall lowest, responsive, responsible and best bidder as follows:

Andritz Separation, Inc., MAJ, CC# 59-3773483 expires 04/08/2016, all Items for which pricing was provided, $1.00
Total Estimated Annual Expenditure: $200,000, Division of Sewerage and Drainage, the sole user

The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search. This ordinance is being submitted as an emergency because, without emergency action, no less than 37 days will be added to this procurement cycle and the efficient delivery of valuable public services will be slowed.

FISCAL IMPACT: Funding to establish this option contract is from the General Fund. City Agencies will be required to obtain approval to expend from their own appropriations for their estimated annual expenditures.
