Explanation
BACKGROUND: The Board of Health has been awarded a grant from the Ohio Department of Alcohol and Drug Addiction Services. This ordinance is needed to accept and appropriate $120,702 in grant money to fund the Dayton-Columbus HIV Outreach/Prevention grant program.The Dayton-Columbus HIV Outreach/Prevention program will enable the Columbus Health Department to provide outreach services to abusers of illicit drugs in the Columbus Metropolitan Area; to provide voluntary HIV counseling and testing to abusers of illicit drugs; and to conduct behavioral assessments and link them with HIV serostatus.The grant is for the time period of July 1, 2003 through June 30, 2004.This ordinance is submitted as an emergency so as to allow the financial transaction to be posted in the City's accounting system as soon as possible. Up to date financial posting promotes accurate accounting and financial management.
FISCAL IMPACT: This program is entirely funded by the Ohio Department of Alcohol and Drug Addiction Services and will not generate revenue or require a City match.

To authorize the Board of Health to accept a grant from the Ohio Department of Alcohol and Drug Addiction Services for the Dayton-Columbus HIV Outreach/Prevention program, to authorize a total appropriation of $120,702 from the unappropriated balance of the Health Department Grants Fund, and to declare an emergency.

WHEREAS, $120,702 in grant funds have been made available through the Ohio Department of Alcohol and Drug Addiction Services for the Dayton-Columbus HIV Outreach/Prevention program for the period of July 1, 2003 through June 30, 2004; and,
WHEREAS, it is necessary to accept and appropriate these funds from the Ohio Department of Alcohol and Drug Addiction Services for the continued support of the Dayton-Columbus HIV Outreach/Prevention program; and,
