Explanation
Memorandum of Understanding #2003-02 was executed by representatives of the City and Columbus Municipal Association of Government Employees/CWA, Local 4502, to reflect created classifications approved by the Civil Service Commission and to assign pay ranges. The passage of this ordinance indicates Council's acceptance of Memorandum of Understanding #2003-02, a copy of which is attached hereto.
Emergency action is recommended in order to properly classify employees and to begin the recruitment process.
FISCAL IMPACT: Any pay adjustments will be absorbed within current budget levels.

To accept Memorandum of Understanding #2003-02 executed between representatives of the City of Columbus and Columbus Municipal Association of Government Employees/CWA, Local 4502, which amends the Collective Bargaining Contract, August 24, 2002 through August 23, 2005; and to declare an emergency.
Body
WHEREAS, representatives of the City and Columbus Municipal Association of Government Employees/CWA (CMAGE/CWA), Local 4502 entered into Memorandum of Understanding #2003-02, a copy of which is attached hereto, to amend Appendix B of the Collective Bargaining Contract between the City and CMAGE/CWA, August 24, 2002 through August 23, 2005; and
WHEREAS, it is immediately necessary to amend the Collective Bargaining Contract between the City and CMAGE/CWA by accepting Memorandum of Understanding #2003-02;
WHEREAS, an emergency exists in the usual daily operation of the City in that it is necessary to amend the collective bargaining contract between the City and CMAGE/CWA, Local 4502 thereby preserving the public peace, property, health, safety, and welfare; Now, Therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That Memorandum of Understanding #2003-02 amends the Collective Bargaining Contract between the City and CMAGE/CWA, August 24, 2002 through August 23, 2005.
