Explanation
The Department of Technology contracted with SCT Utility Systems on behalf of the Division of Water for programming software maintenance on the WASIMS system. The Water Division would like to modify this contract in order to migrate to the latest version, and to have code drops delivered as we request. SCT Utility Systems has merged with another vendor, becoming Indus Utility Systems. Therefore, the Division of Water would like to modify contract number CT-15918 to provide for the name change and for an additional $26,000.00 for the above-mentioned services. The Contract Compliance Number for Indus Utility Systems is 23-2296631. They do not have MBE/FBE status. It is requested that this Ordinance be handled in an emergency manner, in order to comply with non-supported software.
1. The amount of additional funds needed for this contract is $26,000.00. The original contract was established in 1994 and is modified each year to establish annual funds.
2. The need for additional funds was not known at the time of the initial contract. The requested services are not included in the annual fee.
3. It would be unreasonable to bid this service out since the vendor has provided us with the necessary support since 1994.
4. The cost of this service is based on a quote from the vendor.
FISCAL IMPACT: The Division of Water allocated $200,000.00 towards the annual contract, which has not yet been encumbered. The Division will reprioritize Object Level One 03 purchases in order to cover any deficit. There were no expenditures against this contract, outside of the annual contract, in the last two years.
$ 337,065.60 was encumbered for the annual contract during 2002.
$ 306,423.27 was encumbered for the annual contract during 2001.
