To honor and recognize Walter C. Torain for his 33 years of dedicated service to Franklin County Children Services and the residents of Central Ohio.



Body

WHEREAS, Walter C. Torain has served in management services with various departments at Franklin County Children Services (FCCS) for over 33 years; he served as the Director of the Community Development Placement Services, the North and West Region Open Cases, the Emergency Shelter Care Services, the Group Life for the Agency Owned Group Homes and as a Supervisor at Franklin Village Institutional Care; and

WHEREAS, Mr. Torain instituted many programs and collaboratives that are currently used by FCCS including the Columbus City School Inter-System Collaborative, the Columbus Neighborhood Health Center Inc. Collaborative And Cooperative Agreement, the Kinship Expansion Program, a program for screening and monitoring of all contract family support service referrals, and the Annie Casey Family To Family Collaborative in Franklin County; and

WHEREAS, Mr. Torain proposed the first FCCS Social Work Court Representative Program at Franklin County Juvenile Court and the first regionally based Social Work Training Unit for new employees which has become a centralized training service for all new employees; and

WHEREAS, Mr. Torain played an instrumental role on various boards and committees with the Community Shelter Board, Columbus City Schools, the State-Wide Protect Ohio Committee for Family Team Meeting and Kinship Care Initiative, and the Central Ohio Rescue and Reserve Coalition / Human Trafficking with the Attorney General's Office; he also was Chairman of the Board of Trustees for Project Linden; and

WHEREAS, Mr. Torain has received numerous awards and recognitions during his outstanding career with Franklin County Children Services, most recently receiving the 2010 Man of Faith & Community Service Award and the 2010 Award for Franklin County Children Services Family ...
