Explanation
1. BACKGROUND:
A. Need. This legislation authorizes the Director of Public Utilities to execute a professional engineering services contract with MS Consultants, Inc. There are two phases to this contract. The first phase will prepare construction plans and specifications to extend the Big Run Trunk Sewer from its current terminus at Galloway Road and Sullivant Avenues west and north to Broad Street. The second phase of this contract will develop alignment alternatives for the extension of the Clover-Groff Subtrunk. These alternatives will include incorporating the removal of 4 area pump stations (Big Run, Sweetwater, Timberbrook and Young Estates). Phase two does not include a scope of service or funding for detailed design services
B. Procurement Information: The basis for selection of the chosen professional engineering services firm: The Division advertised Request for Statement of Qualifications (RFSQ's) for the subject services in the City Bulletin in accordance with the provisions of Section 329.10 of Columbus City Codes. Three firms were short-listed and were requested to submit technical proposals for this project.
These proposals were reviewed and ranked by a Professional Engineering Services Selection Committee in order to determine the consultant best qualified to provide the services for this project. The Division of Sewerage and Drainage requested technical proposals from the following 3 firms. MS Consultants, Inc.(346546916); Jones-Stuckey (310723296); Burgess & Niple (310885550).
The committee, in accordance with Section 329.11 of the Columbus City Code, ranked the proposals on quality, feasibility and cost. After careful consideration, the committee recommended that MS Consultants, Inc., be selected to provide the engineering services for this project, for which the Director of Public Utilities has concurred.
