Explanation
1. BACKGROUND
This ordinance authorizes the Director of Public Service to accept additional grant funding from the Ohio Department of Transportation (ODOT) for the Pedestrian Safety - PSIP Phase I, PID 113293 construction project.

Ordinance 1676-2021 authorized the Director of Public Service to enter into a contract with Complete General Construction Company for the Pedestrian Safety - PSIP Phase I, PID 113293 project and to provide payment for construction, construction administration and inspection services in an amount up to $2,400,120.08, of which all was in grant funding from ODOT.

An amendment to the grant agreement on October 29, 2024 with ODOT added additional dollars in the amount of $120,000.00 available for reimbursement to make the total reimbursable grant amount $2,520,120.08. The award amount was increased to offset construction inspection and administration deficits within the project.

This ordinance allows the Director of Public Service to accept the additional grant funding from ODOT so expenses can be transferred into grant number G592101 PSIP Phase 1 PID113293 in order to complete final accounting and close the grant out. The total amount of grant funding from ODOT is $2,520,120.08 of which $120,000.00 needs to be appropriated.

2. FISCAL IMPACT
Funds in the amount of $120,000.00 need to be appropriated for use in the Federal Transportation Grants Fund in project G592101 PSIP Phase 1 PID113293.

3. EMERGENCY DESIGNATION
Emergency action is requested to expedite the ability to appropriate the funds and complete necessary expenditure corrections within the current budget year.
