Explanation
The City of Columbus, Refuse Collection Division, services sidewalk litter receptacles in various areas of the city including downtown. Additional receptacles are needed for new placements and replacement purposes in nine (9) central city neighborhoods: Franklinton, Harrison West, Long Street, Mount Vernon Avenue, North Market, Parsons Avenue, Short North, South Linden and Taylor Avenue. Specifications were written for this acquisition and formal competitive bids were solicited (Solicitation #SA000537). Ordinance 2639-2003, passed by City Council on December 15, 2003, established a citywide contract with Victor Stanley, Incorporated, to supply these receptacles at a cost of $818.30 each.
Victor Stanley, Incorporated's, contract compliance number is 52-0796078 and expires November 24, 2006.
The purchase of seventy (70) receptacles is sought at this time at a total cost of $57,281.00. Historical expenditures for sidewalk litter receptacles totalled $50,000.00 in 1996, $50,000.00 in 1997 and $65,000.00 in 1999.
Funding for these receptacles exists in the Urban Infrastructure Recovery Fund project within the 1995, 1999 Voted Streets and Highways Fund, Transportation Division.

To authorize the Finance Director to establish a purchase order with Victor Stanley, Incorporated, for the purchase of seventy (70) sidewalk litter receptacles per the terms and conditions of a citywide contract established for this purpose and to authorize the expenditure of $57,281.00 from the 1995, 1999 Voted Streets and Highways Fund. ($57,281.00)
