Explanation

Background: This ordinance authorizes the Director of the Recreation and Parks Department to enter into contract with ProCon, Professional Construction Services, Inc. for the Champions Golf Course Simulator Room and Restroom Renovation 2025 Project. The contract amount is $72,605.25, with a contingency of $2,350.00, for a total of $74,955.25. An additional $2,500.00 is being authorized for interdepartmental inspections and fees for a total of $77,455.25 being authorized by this ordinance.

The former club house and pro shop at Champions Golf Course is not being used currently and is falling into disrepair. To preserve the facility for future use, upgrades are needed. These upgrades include new drywall, windows, exterior doors and minor bathroom improvements. This remodel will allow the facility to be used for a future golf clinic area and simulator room.

Vendor Bid/Proposal Submissions (Office of Diversity and Inclusion designation status):

Bids were advertised through Vendor Services, in accordance with City Code Section 329, on September 8, 2025 and received by the Recreation and Parks Department on October 7, 2025. Bids were received from the following companies:

ProCon, Professional Construction Services, Inc.: $72,605.25
Bomar Construction Com., Inc.: $98,916.00

After reviewing the bids that were submitted, it was determined that ProCon, Professional Construction Services, Inc. was the lowest and most responsive bidder. ProCon, Professional Construction Services, Inc. and all proposed subcontractors have met code requirements with respect to prequalification, pursuant to relevant sections of Columbus City Code Chapter 329.
