Explanation
BACKGROUND: This legislation authorizes the Department of Development Director to enter into a contract with the Columbus Metropolitan Housing Authority and to expend $20,000 in order to assist low and moderate income residents of Poindexter Towers with moving expenses associated with their relocation. Residents of Poindexter Towers received notices from the court-appointed receiver on April 17, 2003 to vacate the building due to the building's financial insolvency and safety problems.
The city will adhere to HUD Program requirements, the Uniform Relocation and Real Property Acquisition Policies Act of 1970, as amended (Uniform Act), and the HUD Handbook 1378, Tenant Assistance, Relocation, and Real Property Acquisition, dated October 15, 1990, as amended, while planning and/or implementing HUD assisted projects under this expanded optional relocation program.
Emergency action is requested in order that families may move before June 30, 2003.
FISCAL IMPACT: Funds for this contract are allocated from the 2003 Community Development Block Grant Fund.

WHEREAS, it is the desire of the City of Columbus to assist residents of Poindexter Towers who received vacate notices from the court-appointed receiver to vacate the building due to the building's financial insolvency and safety problems; move before June 30,2003; and
