Explanation
Background: There is a need to transfer $ 1,500.00 between subfunds and appropriate funds within the Area Commission Fund to provide monies for operating costs for three new area commissions.
Ordinance 0368-2008 established the Livingston Avenue Area Commission; Ordinance 1185-2008 established the Far South Columbus Area Commission; and, Ordinance 1192-2008 established the Columbus South Side Area Commission on July 29, 2008.
Fiscal Impact: The legislation transfers $1,500.00 between subfunds within the Area Commission Fund to provide monies for the operating costs for the remainder of 2008.
Emergency action is requested so that payments to the Area Commissions can be made immediately.

To authorize and direct the City Auditor to transfer $1,500.00 between subfunds within the Area Commission Fund; to authorize and direct the City Auditor to appropriate $1,500.00 in the Area Commission Fund to provide for operating expenses of three newly established area commissions; and to declare an emergency. Whereas, it is necessary to transfer funds within the Area Commission Fund and appropriate funds to provide monies in the proper subfunds for the 2008 funding of three newly established area commissions; and
Whereas, these monies are needed to fund minor operating expenses; and
Whereas, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to authorize the transfer and appropriation so that payments to the Area Commissions can be made immediately for accrued operating expenses, all for the preservation of the public health, peace, safety, and welfare; now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the City Auditor is hereby authorized and directed to transfer cash in the amount of $1,500.00 as follows within the Area Commission Fund, Fund 221:
