Explanation
Background: The Mid-Ohio Foodbank, a non-profit corporation, is the developer of the Eastland Prosperity Center (“Center”) which will combine a free food market with a community health center, city services and other support to create a one-stop destination for social services at 4485 Refugee Road, Columbus, Ohio. As part of this Center, the City is to lease space within for Columbus Public Health, for a Women, Infant and Children’s Clinic (3,195 square feet), for the Department of Neighborhoods, for a Neighborhood Pride Center and 311 call center (2,830 square feet), and for CelebrateOne, as a community outpost dedicated to reducing infant mortality (1,206 square feet). Three separate Lease Agreements (“Leases”) will be entered into with an effective date on or about January 1, 2027. Estimated annual rents including operating expense are expected to be $80,000.00 for Columbus Public Health, $65,000.00 for the Department of Neighborhoods and $30,000.00 for CelebrateOne,
This ordinance authorizes the Director of Development, or authorized signee, to execute those documents necessary to enter into three Leases with Mid-Ohio Foodbank, an Ohio non-profit corporation, for space with the Eastland Prosperity Center located at 4458 Refugee Road, Columbus, Ohio. The Leases will be for twenty (20) consecutive one-year lease terms, each subject to appropriation and certification of necessary rental funds by Columbus City Council. This legislation is presented as emergency measure.
Fiscal Impact: Funding for the three leases agreements shall be authorized by separate legislation.
Emergency Action: This legislation is presented as an emergency measure in order to execute the Lease Agreements as soon as possible allowing the Landlord to participate in the New Market Tax Credit Program for the development.
