Explanation
1. BACKGROUND: This legislation authorizes the Director of Public Utilities to execute a contract with Reynolds Inliner, LLC, for the construction of the Sharon Heights Area Sanitary Sewer Improvements Project. This project will rehabilitate approximately 10,300 lineal feet of eight to 15-inch diameter sanitary sewer lines, utilizing Cured-in-Place Pipe (CIPP), serving homes within the project area that is located in the Sharon Heights Community. This contract will include cleaning, video inspection, lateral sewer reestablishment, bypass pumping, maintenance of traffic, open cut point repairs and other associated work. This project will also include the replacement of 350 feet of 15-inch diameter sanitary sewer, and the rehabilitation of 47 manholes, including the replacement of the frames and covers, cementitious lining, and the installation of a flexible manhole sealant coating and other such work as may be necessary to complete the contract in accordance with the plans (CC-14343) and specifications.
The Director of Public Utilities publicly opened four competitive bid proposals on January 24, 2007. The cumulative results of these bids were: Reynolds Inliner submitted a bid of $1,118,426.40; Insituform, Inc., submitted a bid of $1,135,931.60; Kokosing Construction submitted a bid of $1,173,307.80; and Triton Services Inc. submitted a bid of $1,241,244.00. The Engineer's Estimate for this project was $1,539,100.80.
2. FISCAL IMPACT: This ordinance authorizes the transfer and appropriation of funds from the Sewer System Reserve Fund to the OWDA Loan Fund in order to fund this proposed expenditure. This transaction is a temporary measure that is required until such time as the Department is able to execute a loan agreement with the Ohio Water Development Authority and reimburse the Sewer System Reserve Fund.
