Rezoning Application Z24-079

APPLICANT: Robert Ellis; 485 Brickell Avenue, #2303; Miami, FL 33101.

PROPOSED USE: Three-unit dwelling.

DEVELOPMENT COMMISSION RECOMMENDATION: Approval (6-0) on February 13, 2025.

LIVINGSTON AVENUE AREA COMMISSION RECOMMENDATION: Approval.

CITY DEPARTMENTS' RECOMMENDATION: Approval. The 0.12± acre site consists of one undeveloped parcel in the R-2F, Residential District. The requested R-4, Residential District will allow up to a four-unit dwelling at this location. The site is located within the planning boundaries of the Near Southside Area Plan (2011), which recommends “Medium Density Mixed Residential” land uses, consistent with the uses allowed in the requested R-4 district. Additionally, the request does not introduce incompatible uses to the area. A concurrent Council variance (Ordinance #0555-2025; CV24-170) is also being considered for required parking, vision clearance, lot width, and lot area.

WHEREAS, application #Z24-079 is on file with the Department of Building and Zoning Services requesting rezoning of 0.12± acres from R-2F, Residential District, to R-4, Residential District; and

WHEREAS, the Development Commission recommends approval of said zoning change; and

WHEREAS, the Livingston Avenue Area Commission recommends approval of said zoning change; and

WHEREAS, the City Departments recommend approval of said zoning change because the requested R-4, Residential District is consistent with the land use recommendations of the Near Southside Area Plan, and does not introduce an incompatible use to the area; now, therefore:

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
