This is a modification to EL009331 which was set up in the amount of $155,621.00.
Ord. #0386-2009 approved the original contract with URS.
The engineering services will be used to design trail improvements to Goodale Street from Olentangy River Road to Michigan Avenue. Work will include widening the walkway on the Goodale Street bridge over SR 315 and the river to provide a fully accessible bike/pedestrian crossing, building a connector ramp from the bridge to the Olentangy Trail, and improving the cycling connectivity from Harrison West/Michigan Avenue.
Specific Details/Important Background History:
Recreation and Parks received Mid-Ohio Regional Planning Commission (MORPC) funding for the Goodale Street Bike Improvements. The project has been approved by the Ohio Department of Transportation (ODOT) to move forward into detailed design (PID No. 83346). The contract scope will involve preparation of final plans and cost estimate.

Benefits to Public:
This project will build a dedicated bikeway facility along Goodale Street, providing access for Harrison West residents, area workers and the city of Grandview Heights to the Olentangy Trail. Currently, there is no access to a major regional trail, as well as the Arena District. The project increases safety for the cyclists, pedestrians, and motorists.
Community Input/Issues:
The project was initiated through Harrison West, and is identified as a key improvement in the city's Bicentennial Bikeways Plan.
Emergency Justification:
Emergency legislation is requested so that the project can begin immediately and adhere to the funding and schedule requirements required by ODOT.
