Explanation
Background: The Transportation Division is responsible for the installation and maintenance of traffic signage along the City's roadway system. To accomplish this mission the Division requires a digger derrick truck for the digging of holes for the sign poles. This truck will replace a 1970 model (Brass Tag #5626) that is beyond its useful service life and provide for a more reliable fleet to carryout services provided by the Division.
Bids were advertised in the City Bulletin and were received by the Purchasing office on March 17 for Bid SA-00565GRW as follows:

Center City International, Incorporated, submitted the apparent low bid but this was judged to be non-responsive in that they only bid the cab and chassis portion of the specifications. Byers Chevrolet, contract compliance number 31-4139860 met the specifications and was judged to be the lowest, best, most responsive, and most responsible bidder. Their bid price for one unit is $149,200.00.
The last unit similar to that being authorized for purchase within this ordinance was purchased in 1989, Brass Tag #14652.
Fiscal Impact: The Transportation Division budgeted $3.17 million in the 2004 Capital Improvements Budget (CIB) for street equipment. To date (including pending Ordinance 0658-2005), the Transportation Division will have encumbered or expended all funds for street equipment except for approximately $4,200.00 from the July 2004 bond sale. This ordinance authorizes an expenditure of $149,200.00.
Emergency action is requested to ensure that the digger derrick truck is available for use as soon as possible.
