Explanation
BACKGROUND: The Board of Health was awarded $1,240,047 in grant monies from
the Ohio Department of Health, Centers for Disease Control for the Public Health
Infrastructure program. This ordinance is needed to authorize a contract with the
Franklin County Board of Health for $304,960 for the time period August 10, 2008
through August 9, 2009.
The purpose of the contract is to maintain a Public Health Infrastructure system in
the event of bioterrorism activities in Franklin County. This contract is necessary per
the requirements of the Ohio Department of Health, Public Health Infrastructure
proposal.
Emergency action is requested to facilitate and expedite the Franklin County
component of maintaining a public health infrastructure in central Ohio.
FISCAL IMPACT: The Public Health Infrastructure grant budget provides $304,960
for a contract with the Franklin County Board of Health.

WHEREAS, the Franklin County Board of Health will establish a public health infrastructure; and,
WHEREAS, this contract is necessary per the requirements of the Ohio Department of Health, Public Health Infrastructure proposal; and,
WHEREAS, an emergency exists in the usual daily operation of the Columbus Health Department in that it is immediately necessary to authorize this contract for the immediate preservation of the public health, peace, property, safety and welfare; Now, therefore,
