Explanation
Background: This ordinance authorizes the Public Service Director to enter into an agreement to participate and fund a portion of the Northwest Regional Traffic Study. This study will be undertaken by the Mid Ohio Regional Planning Commission (MORPC) and will be funded by Columbus, Franklin County, Dublin, Hilliard, and Washington Township. The study area will consist of the surface street system in an area bounded by SR161/ US33 to the north, Cemetery Rd./Scioto Darby Creek Rd. to the south, IR270 to the east and Madison County to the west as well as a possible limited examination of facilities leading out of or closely adjacent to the detailed study area to the south and west. This study will also be coordinated with the I-270 West Outerbelt/US 33 Major Investment Study. Using the Hilliard and Dublin thoroughfare plans as a basis, traffic assignments will be developed for the study area that will allow meaningful analysis of the existing traffic movements, estimate traffic impacts on the existing network by proposed traffic generators and make it possible to project traffic movements on alternative future road networks and configurations. This study will consider the base year (2003), 2030 and intermediate years as necessary for analysis.
Emergency action is requested in order to fund this study and allow for the study to maintain the schedule set by MORPC.
Fiscal Impact: The City of Columbus will be responsible for fifty percent (50%) of this project. Hilliard (15%), Dublin (15%), The Franklin County Engineer (15%), and Washington Township (5%) will also be contributing funding. Funds for this project are available from the unallocated balance of the Street Construction Maintenance and Repair Fund.
