Background
The City of Columbus Department of Public Safety, Division of Police has a need to purchase two (2) Life Technologies 3500 Capillary Electrophoresis Genetic Analyzer Instruments and eight (8) GeneMapper ID-X version 1.6 Client Software licenses. The 3500 Genetic Analyzers are instruments needed to complete the final step of the DNA process and prepare the DNA for the analysts to see what results can be obtained from each sample. The GeneMapper Software applies filters and controls to generate the final DNA data for comparison and reporting the results.
Use of this equipment will increase the efficiency of the DNA process by increasing the quantity of data generated and expanding the use and availability of the software that is validated for the analysis and interpretation of the DNA data generated through the crime lab. The Division of Police Crime Lab was awarded the 2022 American Rescue Plan Crime Lab Backlog grant from the State of Ohio Office of Criminal Justice Services. The total award is $1,000,000.00, $377,507.90 of this award will be used for the purchase of these licenses and equipment. There is also a need to transfer monies within the Grant Fund to fund the contract.
Bid Information: Life Technologies Corporation is the sole manufacturer and distributor of the genetic analyzer and GeneMapper software and, therefore, the Division of Police is requesting a Sole Source purchase.
This company is not debarred according to the Federal excluded parties listing or prohibited from being awarded a contract according to the Auditor of State unresolved findings for recovery certified search.
Contract Compliance The vendor will be contract compliant by the time this ordinance is read.
