Explanation

Background: This legislation will authorize the Director of Recreation and Parks to enter into contract with Complete General Construction Company for the Olentangy Trail Emergency Erosion Repair. A serious erosion slip is occurring along the trail on the west side of the Olentangy River approximately 200 feet north of the current Broadmeadows Bridge construction project. This high bank erosion is threatening to wash out the trail. Recreation and Parks became aware of the problem when construction started on the bridge project. The contractor for the bridge project, Complete General Construction, proposed that they use the same stone causeway to repair the slip that they were using on the bridge project. Not only would this save them from charging the project to remove the causeway, but it would be a cost effective solution to repair the erosion problem.

A formal request was made to ODOT District 6 to issue a change order to Complete General authorizing the work. However, ODOT refused the request because they said that the repair was ineligible for a change order and was outside the project work. The expected completion date for the project is April 20, 2008. As such, the contractor has requested that Recreation and Parks authorize the repair because once the project is complete there will no longer be direct access to the wash out. If the slip is not repaired in the near future, the existing bikepath will be undermined.

Upon further review by the project's engineers, they have determined that the price that Complete General has proposed to place 528 cu.yds. of dump rock is fair and reasonable to repair the erosion. They have also indicated that once the SR 315 access is closed, this site will not be easily accessible. As a result, the contractor would need to use much smaller trucks to move the rock which would increase our costs significantly. Added to those costs would be a mobilization charge of between $5,000.00 and $10...
