Explanation
This ordinance authorizes the Director of the Department of Finance and Management to enter into a grant agreement with Ohio Ghana Festival in support of the 2025 Ohio Ghana Festival, which is scheduled for August 2, 2025.
Ohio Ghana Festival is a Ghanaian festival featuring our rich culture, arts, music, and dance. The festival seeks to facilitate cultural education exchange between countries and people of different cultures, and promote cultural tourism in the Columbus, Ohio region.
Fiscal impact: This legislation authorizes an expenditure of $30,000.00 from the General Fund. A transfer within the General Fund is necessary for this grant agreement.
Emergency action is requested to avoid any delay in the organization providing important community programming for the residents of Columbus.

WHEREAS, Ohio Ghana Festival seeks to facilitate cultural education exchange between countries and people of different cultures, and promote cultural tourism in the Columbus, Ohio region; and
WHEREAS, The City of Columbus has a sister cities relationship with the city of Accra-Ghana
WHEREAS, an emergency exists in the usual daily operation of the Department of Finance and Management in that it is immediately necessary to authorize the Director to enter into a grant agreement with Ohio Ghana Festival scheduled for August 2, 2025, to avoid any delay in the organization providing important community programming for the residents of Columbus, all for the immediate preservation of the public health, peace, property, safety and welfare; NOW, THEREFORE,
