Explanation
BACKGROUND: To modify and extend the existing city-wide contract for the option to purchase Zinc Chloride for the Sewerage and Drainage Division, the largest user to and including March 31, 2005. Formal bids were opened by the Purchasing Office on February 28, 2002. The Purchasing Office advertised and solicited competitive bids in accordance with Section 329.06. (Proposal No. SA000216JRM). Fifty-nine (MAJ:57, M1A:2) bids were solicited; seven (MAJ:7) bids were received. Contract number FL001210, with Carus Chemical Company was established in accordance with bids received. Their contract compliance number is 36-0877400.
1. Amount of additional funds: No funding is required to extend the option contract. The original annual estimate of expenditures was $72,000.00
2. Reason additional needs were not foreseen: Needs were foreseen, an extension is provided for in the original contract
3. Reason other procurement processes not used: The same exact product is required as originally bid. No lower pricing/more attractive terms and conditions are anticipated at this time.
4. How cost was determined: The cost, terms and conditions are the same as originally bid.
FISCAL IMPACT: No funding is required to extend the option contract. The Sewerage and Drainage Division must set aside their own funding for their estimated expenditures.
In order to provide uninterrupted supply this ordinance is being submitted as an emergency.

To authorize and direct the Finance Director to modify and extend the citywide contract for the option to purchase Zinc Chloride, with Carus Chemical Company, and to declare an emergency.
