Explanation
The Public Service Department, Transportation Division, is undertaking the Morse Road Phase I (OPWC) Improvement project. This project is the third of five for the Morse Road - Indianola Avenue to Cleveland Avenue corridor and consists of constructing a landscaped median, curb and gutter, an improved storm drainage system, bike lanes, upgraded traffic signals, sidewalks, street and pedestrian lighting and better access management to reduce accidents and provide pedestrian access.
This legislation is to modify and increase the existing construction contract with Complete General Construction Company, Incorporated, in an amount up to $55,898.30 with an additional $3,677.52 being made available for construction inspection. This contract must be modified to install additional conduits across Morse Road at Westerville Road to provide for the addition of this signal to the City's traffic interconnect system and for future maintenance. The signal was originally constructed by Complete General for the Franklin County Engineering Department. The area was subsequently annexed into Columbus. It is in the best interest of the City to have Complete General perform this work since they constructed this signal and are working in the area. Prices were obtained by negotiations with the contractor using past project prices for new items. Complete General's contract compliance number is 31-4366382; this expires March 1, 2008.
The original contract amount was for $8,396,016.27. This is the first modification. The total contract amount including this modification is $8,451,914.57.
Fiscal Impact: The Transportation Division budgeted $60,000 in the 2005 Capital Improvements Budget to install additional conduits for the Morse Road Phase I project. Actual funds will be available in the 1995, 1999 Voted Streets and Highways Fund in the Morse Road Area Investment project as a result of the Fall 2005 bond sale. This ordinance authorizes an expenditure of $59,575.82....
