BACKGROUND:
Need: The City of Columbus Division of Police Narcotics Bureau is participating in a High Intensity Drug Trafficking Area (HIDTA) Task Force. Federal funding for a building expansion project has been awarded to the task force by the Department of Justice. It is necessary to expedite the expansion of the existing space to help maximize the effectiveness of the task force activities. Therefore, the City needs to accept and appropriate the awarded funds for the HIDTA Build-out Project and the Director of Public Safety needs to be authorized to expend the funds as soon as possible.
Bid Information: The following bids were solicited as informal bids per Facilities Management:

Emergency Designation: Emergency legislation is necessary to make the awarded funds available and to begin the expansion project at the earliest possible time.
FISCAL IMPACT: There is no impact for the City General Fund Account. All appropriated funds will be reimbursed by the task force funding award.

To authorize and direct the Director of Public Safety to accept a High Intensity Drug Trafficking Area (HIDTA) Task Force funding award, to enter into contract with Higgins Contracting, to authorize the appropriation of $51,274.00 from the unappropriated balance of the General Government Grant Fund to the Division of Police, to authorize the expenditure of $51,274.00 from the Task Force Funding, to waive the provisions of Columbus City Codes Chapter 329; and to declare an emergency.
