Explanation
1. BACKGROUND: This legislation authorizes the Director of Public Utilities to execute a contract with the Reynolds Inliner, LLC. in the amount of $1,803,047.53 for the construction of one sanitary sewer improvement project.
This legislation authorizes the Director of Public Utilities to execute a contract with Reynolds Inliner, LLC., for the construction of the West Side Sanitary Sewer Rehabilitation Project. This project will consist of various elements involved in the rehabilitation of larger diameter sanitary sewers located in the area southwest of downtown Columbus: 36 -inch and 42-inch diameter sanitary sewer using the Cured-in-Place Pipe (CIPP) process; manhole repairs utilizing a cementitious lining system; 12-inch diameter storm sewer construction; and other such work as may be necessary to complete the contract in accordance with the plans (CC-14765) and specifications. This project will utilize trenchless technology methods to minimize the disruption to residences in the project area and to avoid the costlier method of traditional open trench sewer removal and replacement.
The Director of Public Utilities publicly opened four competitive bid proposals on February 7, 2007. The result of this bid was that Spiniello Construction Company submitted a bid of $3,891,738.00; Kokosing Construction Company submitted a bid of $2,575,354.85; Insituform (MO) submitted a bid of $2,202,789.01 and Reynolds Inliner, LLC. submitted a bid of $1,803,047.53. Reynolds Inliner, LLC. is the apparent low bidder.
2. FISCAL IMPACT: This ordinance authorizes the transfer and appropriation of funds from the Sewer System Reserve Fund to the OWDA Loan Fund in order to fund this proposed expenditure. This transaction is a temporary measure that is required until such time as the Department is able to execute a loan agreement with the Ohio Water Development Authority and reimburse the Sewer System Reserve Fund.
