Explanation

1. BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into a professional engineering services agreement with Prime Engineering, Inc., in the amount of $249,925.28, for the Sexton Drive Area Water Line Improvements Project, Division of Power and Water Contract No. 1169.

The purpose of this project is to replace or rehabilitate water lines that have a high break frequency and, in some cases, increase the size of currently under-sized water lines in the Sexton Drive area. Replacement of these water lines will decrease burden on water maintenance operations. The new lines constructed under this project should eliminate the pattern of frequent water line breaks and may improve revenue through reducing water loss.

This project includes 13 individual sites located at Sexton Drive, Georgian Drive, Savannah Drive, Holly Hill Drive, Halsey Place, Cottrell Court, Ardath Court, Devton Drive, Adell Court, Arnelle Court, Greenock Court, Kilbreck Court and Kildare Place for approximately 10,000 linear feet of 6-inch and 8-inch diameter water lines.

The Neighborhood Liaison(s) will be contacted and informed of this project during the design phase. Further community outreach may result through the Neighborhood Liaison Program.

2. BID INFORMATION: The selection of the firm providing the professional engineering services has been performed in accordance with the procedures set forth in Columbus City Code, Section 329.14, "Awarding professional service contracts through requests for proposals." Requests for Proposals (RFP's) were received on January 6, 2012 from Prime Engineering, Inc. and E.P. Ferris & Associates, Inc.

An evaluation committee reviewed the proposals and scored them based on the criteria stated in the Code. Based on the evaluation of the proposals submitted, the Director of Public Utilities requests award of the project to Prime Engineering, Inc.
