Explanation
The purpose of this legislation is to authorize the Director of Public Utilities to extend the contract for Security Guard Services with US Security Associates Inc. at the Sewer Maintenance Operations Center and to waive the provisions of City Code Section 329.06.
The Sewer Maintenance Operations Center located at 1250 Fairwood Avenue has a variety of equipment and vehicles and also houses the Department of Public Safety 911 Call Center and Police Property Room, therefore the complex requires security twenty-four (24) hours a day. The Director of Public Utilities opened proposals on December 3, 2004. Seven (7) bids were received.
The contract was established in 2005 for a period of one (1) year. The contract language allowed the contract to be extended for two (2) more years on a year to year basis. The Division of Sewerage and Drainage entered into the first year of the agreement via purchase order EL005346 which expired May 31, 2006. It was the intention of the Department of Public Utilities to hire security personnel in 2006 prior to the expiration of the contract and not to extend the agreement with US Security Associates Inc. However, there has been a delay in the hiring process so it has become necessary for the Division of Sewerage and Drainage to extend the contract with US Security Associates Inc through November 6, 2006 for security services at the 1250 Fairwood Complex.
