Explanation
1. BACKGROUND:
The City of Columbus, Department of Public Utilities, is engaged in projects associated with the Richards Road and Glenmont Place areas. The project in the vicinity of Richards Road will address sanitary sewer overflow reduction requirements of the Sanitary Sewer Overflow (SSO) Consent Order. This will involve the construction of a 12-inch sanitary sewer replacement between High Street and Granden Road. Additionally, the project will address storm water collection issues between High Street and Sharon Avenue. The project in the vicinity of Glenmont Place (Canyon Drive Water Improvements) will replace or upgrade the water line infrastructure in the Canyon Drive area.
In addition improvements are needed for roadways in these areas. Richards Road and Glenmont Place require resurfacing work and Richards Road also needs curb and drive apron replacement in selected areas.
The Department of Public Utilities and Public Service have agreed to partner in these projects.
This legislation authorizes the City Auditor to establish Auditor's Certificates for the design and construction of these 2 projects for the Division of Design and Construction. These Certificates will be available for the Department of Public Utilities to draw on to pay for the Department of Public Service share of the projects.
2. FISCAL IMPACT:
Funding for the Department of Public Service share of these project costs are available within the Streets and Highways G.O. Bonds Fund due to cancellation of encumbrances from completed projects. An Auditor's Certificate in the amount of $100,000 will be established for the project in the vicinity of Richards Road and $20,000 will established for the project in the vicinity of Glenmont Place.
