Explanation
BACKGROUND: This ordinance authorizes the Director of Public Utilities to enter into a contract with the NORTHERN PICKAWAY COUNTY JOINT ECONOMIC DEVELOPMENT DISTRICT (NPC JEDD), a joint economic development district in accordance with Sections 715.72 through 715.81 of the Ohio Revised Code. The purpose of this contract is to provide sewer service to the commercial and industrial properties located in the NPC JEDD.
This ordinance is requested to be an emergency measure to allow the Director of Public Utilities to enter into contract at the earliest date possible.
FISCAL IMPACT: The Department of Public Utilities will collect revenue from sewer rates as specified for Outside City Rates in Chapter 1147 of the Columbus City Code.

To authorize the Director of Public Utilities to enter into a contract with the NORTHERN PICKAWAY COUNTY JOINT ECONOMIC DEVELOPMENT DISTRICT (NPC JEDD), a joint economic development district in accordance with Sections 715.72 through 715.81 of the Ohio Revised Code, to provide sewer service to the commercial and industrial properties located in the NPC JEDD, and to declare an emergency.

WHEREAS, City of Columbus, the Village of Ashville, and the Township of Harrison, Pickaway County, Ohio (the "JEDD Parties") and the Village of South Bloomfield, entered into an Annexation Moratorium Agreement on August 30, 2007, to place a moratorium on annexation within the Northern Industrial Area, as defined in the Annexation Moratorium Agreement to allow for joint economic development within such area; and
WHEREAS, the NORTHERN PICKAWAY COUNTY JOINT ECONOMIC DEVELOPMENT DISTRICT (NPC JEDD), was created by contract by and among the JEDD parties in accordance with Ohio Revised Code sections 715.72 through 715.81 for their mutual benefit and for the benefit of their residents and of the State of Ohio on August 30, 2007; and
