Explanation
BACKGROUND: Columbus Public Health (CPH) has been awarded the Overdose Data to Action: Limiting Overdose through Collaborative Actions in Localities (OD2A:LOCAL) grant from the Franklin County Board of Health for the Alcohol and Drug Services (ADS) Division. This ordinance is needed to accept and appropriate $150,000.00 in grant money for the period of September 1, 2025 through August 31, 2026.
The Overdose Data to Action: Limiting Overdose through Collaborative Actions in Localities (OD2A:LOCAL) grant will promote overdose surveillance strategies and evidence-based interventions that have an immediate impact on reducing morbidity and mortality associated with overdoses, with a primary focus on opioids, stimulants, and polysubstance use.
This ordinance is submitted as an emergency as to allow the financial transaction to be posted in the City's accounting system as soon as possible to avoid forfeiture of awarded grant funds.
FISCAL IMPACT: The Overdose Data to Action: Limiting Overdose through Collaborative Actions in Localities (OD2A:LOCAL) grant is fully funded by the Franklin County Board of Health and does not require a City match.

To authorize the Board of Health to accept a grant from the Franklin County Board of Health in the amount of $150,000.00; to authorize the appropriation of $150,000.00 to the Health Department in the Health Department Grants Fund; to authorize the City Auditor to transfer appropriations between object classes for the Overdose Data to Action: Limiting Overdose through Collaborative Actions in Localities (OD2A:LOCAL) grant program as needed upon request by the Columbus Public Health department and to declare an emergency.
