Explanation

BACKGROUND: The purpose of this legislation is to authorize the Director of the Department of Public Utilities to enter into a sole-source service contract with Oldcastle Infrastructure, Inc. The City of Columbus, Division of Water is seeking approval to purchase and implement CivilSense solution using both advanced, acoustic sensors and Artificial Intelligence (AI) models to determine leak location, size and impact.

Title

To authorize the Director of the Department of Public Utilities to enter into a sole-source contract for CivilSense end-to-end leak detection services; and to authorize the expenditure of $87,500.00 from the 2025 Division of Water Operating Fund. ($87,500.00)

Body

WHEREAS, the Division of Water has a need for leak detection services with Oldcastle Infrastructure, Inc., in order to ensure timely repair of water leaks and adequately protect the City's investment; and

WHEREAS, Oldcastle Infrastructure, Inc. is the sole-source service provider of the equipment and has provided a quote for a service and maintenance agreement; and

WHEREAS, due to the proprietary nature of the leak detection services, it is necessary to enter into this contract with Oldcastle Infrastructure, Inc. in accordance with the sole source provisions of Columbus City Code Chapter 329; and

WHEREAS, funds are budgeted for this purpose in the Division of Water 2025 Operating Fund; and

WHEREAS, it has become necessary in the usual daily operation of the Department of Public Utilities that it is necessary to authorize the Director of the Department of Public Utilities to enter into a sole-source contract for maintenance and repair services with Oldcastle Infrastructure, Inc.; NOW, THEREFORE,
