Explanation
BACKGROUND: This ordinance authorizes the Board of Health to accept and appropriate $5,000.00 in grant funds from the Ohio Commission on Service & Volunteerism for the 2025-2026 Service-Learning Institute Grant program, for the period of December 1, 2025, through December 31, 2026.
The purpose of this grant is to increase the capacity of schools, school districts, afterschool programs, and school-based programs in Ohio to engage K-12 youth in service-learning. The grant program budget supports service-learning activities with students during the 2025-2026 school year. This program will engage Columbus’ high school youth in exploring public health topics, developing equitable approaches to health issues affecting youth and the larger community, and providing feedback about current Columbus Public Health initiatives.
Emergency action is requested to allow planning and expenditures for future events to begin as soon as possible given the grant start date of December 1, 2025.
FISCAL IMPACT: The 2025-2026 Service-Learning Institute Grant program is fully funded by the Ohio Commission on Service & Volunteerism. This grant program does not generate revenue and does not require a City match. ($5,000.00)

To authorize and direct the Board of Health to accept funds from the Ohio Commission on Service & Volunteerism and any additional funds for the 2025-2026 Service-Learning Institute Grant; to authorize the appropriation of funds from the unappropriated balance of the Health Department Grants Fund, to authorize the City Auditor to transfer appropriations between object classes for the 2025-2026 Service-Learning Institute Grant; and to declare an emergency.
