Title: To amend the 2014 Capital Improvements Budget; to authorize and direct the City Auditor to transfer cash and appropriation between projects within the Streets and Highways Bond Fund; to authorize the Director of Public Service to modify a professional engineering service contract with Patrick Engineering, Inc. for the Pedestrian Safety Improvements - COTA Sidewalks Phase 2 contract; to authorize the expenditure of up to $45,000.00 from the Streets and Highways Bonds Fund; and to declare an emergency. Explanation

1. BACKGROUND
This legislation authorizes the Director of Public Service to modify a professional engineering services contract with Patrick Engineering, Inc. for the Pedestrian Safety Improvements - COTA Sidewalks Phase 2 project.

This project includes improvements to install sidewalk curb ramps at three locations in the Far North area (Community Planning Area 03): Kenny Road from Upper Arlington corporation line to Francisco Road, Dierker Road from Henderson Road to Bethel Road, and Campus View Boulevard between High Street and Huntington Park Drive and Huntington Park Drive between Campus View Boulevard and the COTA Park and Ride. The project will include ROW acquisition and improvements necessary to accommodate drainage, if needed.

This modification will expand the scope of work to include the addition of stormwater Best Management Practices (BMPs) requirements for quantity control per the City of Columbus Stormwater Drainage Manual and allow for the preparation of BMP quantity plans and calculations.

Funding in the amount of $45,000.00 is available for this project in the Streets and Highways Bonds Fund within the Department of Public Service. Amendment to the 2014 Capital Improvements Budget is necessary to establish sufficient cash and authority in the proper project.
