Explanation
BACKGROUND: This legislation authorizes the Finance and Management Director to establish a Universal Term Contract (UTC) for the option to purchase Powdered Activated Carbon (PAC- PFAS) with Ingevity Corporation. The Division of Water is the sole user for PAC-PFAS, which is powdered activated carbon used for Per - and polyfluoroalkyl substances control agent for potable water at two City of Columbus water plants. The term of the proposed option contract would be approximately three (3) years, expiring April 30, 2029, with the option to renew for one (1) additional year or portion thereof. The Purchasing Office opened formal bids on April 7, 2026. In addition, the expenditure of $1.00 is hereby authorized from General Budget Reservation BRPO003693.

The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of Section 329 relating to competitive bidding (Request for Quotation No. RFQ032491). Five bids were received. Samples were submitted and bench trials conducted to determine the most cost effective product with the lowest net cost.

The Purchasing Office is recommending award to the overall net lowest, responsive, responsible and best bidder as follows:

Ingevity Corporation, CC# 016099 expires April 14, 2028, All Items, $1.00
Total Estimated Annual Expenditure: $9,300,000, Division of Water, the sole user

Emergency Designation: The Finance and Management Department respectfully requests this legislation to be considered an emergency ordinance in order to establish this contract for new processes as quickly as possible.

The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.
