Explanation
BACKGROUND: The Division of Police SWAT Section was granted funding through Franklin County Office of Homeland Security and Justice Programs to purchase a Police SWAT Command vehicle and a Police SWAT Equipment/Support Vehicle. The City of Columbus and Franklin County entered into an Intergovernmental Agreement to enable this type of purchase. This project is being administered by the Franklin County Office of Homeland Security & Justice Programs under the FY 2010 Urban Area Security Initiative (UASI). The total expenditure of $584,004.00 will be paid by Franklin County through the Urban Area Homeland Security Grant.
Bid Information: Formal bids, Solicitation No. SA003844 and SA003861were opened on March 24, 2011. A low bid of $616,719.00 was received from Emergency Vehicle Inc. Since the low bid was greater than the awarded funding, Division personnel researched the State of Ohio contracts for comparable pricing. The state contract for these specialty vehicles with accessories are $584,004.00. Therefore, due to the savings of over $30,000.00 when reviewing the state contracts, the Police Division recommends the purchase from the State of Ohio contract. The State of Ohio established contract 77233000309, which expires on 5/31/13 and is an Ohio DAS Cooperative Purchasing contract. City Ordinance #582-87 authorizes its use by City agencies. This contract is with Farber Specialty Vehicles. Pricing was confirmed by the Division of Police with representatives from Farber.
This company is not debarred according to the Federal excluded parties listing or prohibited from being awarded a contract according to the Auditor of State unresolved findings for recovery certified search.
Emergency Designation: Emergency legislation is requested to expedite the process of the award from the Franklin County Office of Homeland Security and Justice Programs and to get this pricing before an increase the first of June 2011.
